When a huge rain storm comes in, most likely one sump pump isn't strong enough to pump all the water out of the basement. The top of this pump is open which can allow objects, insects, and dirt to get inside and mess up the system.

Saint Louis, MO Sump Pump

The dirt and dust around and on this sump pump can easily get into the pump and clog it up.

Granite City, IL Sump Pump

This sump pump has an opening in the top of it. This can allow insects inside or allow dirt that can clog the pump. If a pump gets clogged, it won't work properly and can cause the basement to leak.
