The only way to safe guard a crawl space is with CleanSpace.  The liner isolates the home from the earth completely and permanently.  Its made and looks similar to a pool liner.  The bright white finished sides allows you to easily see that your crawl space is free of mold, insects and dirt.  Small holes are drilled into the top of the crawl space walls, and nylon fasteners are installed to permanently secure CleanSpace.  Then a wall cap could be installed to cover the top of the block walls and seals off the unconditioned outside and earth air from entering the crawl space.
